Leaders must teach truth, not law. The legalistic false teachers must be silenced and those lead astray, rebuked, so that all believers will grow in godliness.
The big problem was the ‘circumcision group’ reaching beyond the Mosaic law and the teachings of the apostles they had rejected the truth of Gods word and added to it for personal gain.
So the issue is not the law or the gospel message but false teaching adding to Gods word for deception and those that follow them. Those that followed the false teachers needed to be rebuked and reminded they were to follow the good news of Jesus, as taught in His word.
I find the intro of Pauls letter really important to the whole book of Titus.
Paul, a servant of God and an apostle of Jesus Christ to further the faith of God’s elect and their knowledge of the truth that leads to godliness— 2 in the hope of eternal life, which God, who does not lie, promised before the beginning of time, 3 and which now at his appointed season he has brought to light through the preaching entrusted to me by the command of God our Savior,
